A young girl is arriving early at the night commuter sleeping centre RUFOU in Gulu. The centre is only open between 6pm and 6am, and there nothing but a safe spot to sleep in - none of the shelters in northern Uganda is providing food to the night commuters. Besides the limited funds, food is generally considered to be a pull factor to the shelters.
